Regulation is normally referred to as “supervision and administration” in practice. It is a vital government function constantly involved in the perfection of Chinese socialist market economy.
With its commitment to theoretical innovation, talent training and service for society, China Institute of Regulation Research (CIRR), ZUFE highlights the integration of government agencies, corporations, universities, institutes and practical applications, and aims to prepare high-level talents in formation of a think-tank and promote systematic theories and policies to support the practice of government regulation
Main research platforms: Center for Research of Regulation & Policy, the Key Research Base of Philosophy and the Social Sciences of Zhejiang Province; Team for Research in Regulatory Theory and Policy, the Key Team for Innovative Research of Zhejiang province; Center for Cooperation & Innovation in Government Regulation on Public Utilities, Center for Cooperation & Innovation of Zhejiang province in 2011, etc. at the provincial level. Institute of Public Utility Regulatory Policy co-established with Ministry of Housing and Urban - Rural Development, The Pricing Institute co-established with Pricing Bureau of Zhejiang Province.
Main Research Fields: fundamental theories of government regulation, theories and policies of government regulation on public utilities, theories and policies of Government regulation on monopoly industries, theories and policies of environmental regulation, regulatory theories and policies for food and drug securities, theories and policies of anti-monopoly regulation, theories and policies of performance appraisal on regulation.
Research team: This center boasts 30 prominent researchers of economics, public management, law, management, civil engineering and computer science. They are joined each year by visiting lecturers in the field of regulation at home and abroad and experts from government agencies. Our research faculty consists mainly of young and middle-aged scholars with high education and senior titles.
2. Talents Cultivation
CIRR has two postgraduate programs, namely, the master degree program for regulatory economics and the Ph.D. program in government regulation on public utilities. The latter aims to prepare Ph.D. students for the country’s special needs.
I. Ph.D. Program in Government Regulation on Public Utilities
This Ph.D. Program is approved by the Office of the State Council Academic Degrees Committee, and co-established by Zhejiang University of Finance and Economics and the Ministry of Housing and Urban-Rural Development. It is the only base for training Ph.D. talents in government regulation on public utilities, as specially required by our country. This program integrates government agencies, corporations, universities, institutes and practical applications, enhances interdisciplinary studies through multidisciplinary cooperation, cultivates high-level talents in government regulation on public utilities with solid theoretical foundation, good understanding of policies, strong professional competence and innovative abilities, and interdisciplinary knowledge structure. Instructors in this program are professors and experts from Zhejiang University of Finance and Economics and the Ministry of Housing and Urban-Rural Development
II. Master Program for Regulatory Economics
The master program for regulatory economics is supported by such disciplines as economics, public management, and law. With government regulation as its orientation, the program attaches equal importance to academic performance and practical competence, and prepares talents for government regulation with interdisciplinary knowledge and comprehensive abilities.
3. Social Service
With a commitment to social service, CIRR adheres to integrate government agencies, corporations, universities, institutes and practical applications in line with the development strategies of cooperative innovation. It carries on systematic theoretical research and policy design on practical problems concerning government regulation, so as to enhance the efficiency and effectiveness of Chinese government regulation.
In recent years, CIRR has been entrusted to undertake over 30 projects from Ministry of Housing and Urban-Rural Development, State Development and Reform Commission, Ministry of Industry and Information Technology of PRC, the People’s Government of Zhejiang Province, and so on. Our achievements include over 40 consultation papers, some of which are highly valued by competent agencies in support of policy making. Quite a few have already been translated into policies, regulations and standards.
4. Academic Exchanges
CIRR hosts the “Forum on Government Regulation” annually as a platform for interdisciplinary exchange. It fosters academic discussion on important theories and practical problems. Meanwhile, it has also organized with other academic institutions and government agencies a series of international and national symposiums. These include International Symposium on Regulation on Civic Capital Credit, Reform of the System for Chinese Government Regulation, Government Regulation on Urban Utilities and so on.
CIRR promotes a regular academic exchange and cooperation relationship with prominent universities and institutes both at home and in such countries and regions as the United States, Germany, Great Britain, Italy, Australia, Singapore, and Taiwan.
