The Eleventh Forum on China Government Regulation Held at ZUFE

On June 18, 2022, the Eleventh Forum on China Government Regulation was held at ZUFE's Xiasha Campus with a combination of online and offline modes. Experts and scholars from governmental departments, research institutions, higher education institutions, and journals and magazines, totaling more than 150, attended the forum. The opening ceremony was presided over by Professor Wang Junhao, a special Yangtze River Scholar of the Ministry of Education, a provincial special expert, and the dean of the China Institute of Regulation and Public Policy Research (CIRPPR).

In his speech, Professor Zhong Xiaomin, Deputy Secretary of the CPC Committee and President of the university welcomed all the experts and scholars on behalf of ZUFE. He said that to speed up the construction of a unified national market that is efficient and regulated and embraces fair competition and full openness, we must improve the market regulation system and its efficiency based on the vision of "a large market with high quality and strict regulation", promote the modernization of market regulation, and focus on creating a market-oriented international business environment ruled by law and stimulating market vitality.

Guo Huawei, Secretary of the Leading Party Group of the Zhejiang Federation of Humanities and Social Sciences Circles pointed out in his speech that this year's government work report proposed to improve the efficiency of regulation as an important means of accelerating the transformation of governmental functions and continuing to deepen the reform of "Streamlining Administration, Delegating Power and Improving Services". Besides, Zhejiang Provincial Government insisted on building a demonstration zone of common prosperity with high-quality development as its focus and made efforts to deepen digital reform. It was hoped that the forum would play an active role in promoting innovation in the theory and practice of government regulation in the context of common prosperity.

Shi Dan, a research fellow at and the director of the Institute of Industrial Economics of the Chinese Academy of Social Sciences, pointed out in her speech that the modernization of national governance was an important part of national modernization, the core of which was to liberate and develop productive forces, which requires enhanced top-level design and advanced means.

Professor Jiang Bixin, Vice Chairman of the Constitution and Law Committee of the National People's Congress, Vice Chairman of the China Law Society, former Deputy Secretary of the Leading Party Group and Vice President of the Supreme People's Court, Qiu Baoxing, Academician of the International Eurasian Academy of Sciences, former Vice Minister of the Ministry of Housing and Construction, and Chairman of the Chinese Society for Urban Studies (CSUS), Professor Shi Yubo, Chairman of the China Energy Research Society (CERS), former Deputy Director of the National Energy Administration (NEA), and Wu Yin, Academic Advisor of CERS and former Deputy Director of NEA, delivered keynote speeches respectively.

Focusing on the theme of "Strengthening Government Regulation and Promoting Modernization of National Governance System and Capacity", the experts exchanged views on "New Issues of Government Regulation under the New Development Concept", "Digital Economy and Antitrust Regulation", "Reform and Innovation of Government Regulation System", etc.

This forum was co-hosted by CIRPPR --one of the first batches of new-type key professional think tanks in Zhejiang Province, the Industrial Regulation Committee of China Society of Industrial Economics, the Energy Regulation Committee of CERS, and Urban Utility Reform and Regulation Committee of CSUS, and co-organized by China Institute of Regulation Research of ZUFE, China Industrial Economy, Postdoctoral Station of Applied Economics of ZUFE, and Zhejiang Institute of Modern Government Regulation.
