On June 10, the 9th Forum for Young and Middle-Aged Finance Scholars and the 6th China Economist Forum Sub-forum, with the theme of "Local Finance and Chinese Path to Modernization", was held at ZUFE's Xiasha Campus. Over one hundred experts and scholars from universities and research institutions across the country attended this forum.

Zhong Xiaomin, deputy secretary of ZUFE's Party Committee and president of ZUFE, attended the opening ceremony and delivered a speech. He elaborated on the essence of the Chinese path to modernization from both theoretical and practical perspectives, emphasizing that Chinese modernization hinged on maintaining high-quality economic development. High-quality development didn't mean forsaking speed but rather should be built on unwavering adherence to the new development concept of innovative, coordinated, green, open and shared development. In the journey towards Chinese modernization, finance, as the foundation and a crucial pillar of national governance, held great potential. However, it required collective academic wisdom to ensure that this potential was realized without being overburdened.

Five experts, including Professor Wang Qiao, former secretary of the Party Committee of Jiangxi University of Finance and Economics, Professor Gong Liutang, vice president of Beijing Technology and Business University, Professor Lu Yi, chair professor of CITIC at Tsinghua University, Professor Chu Deyin, vice president of Anhui University of Finance and Economics, and Professor Fan Yong, dean of the School of Public Finance and Taxation at Central University of Finance and Economics, respectively delivered keynote speeches on topics of "Promoting Integrated Development of Urban and Rural Areas through Fiscal Policies", "The Impact of 'Replacing Business Tax with Value-Added Tax' on Local Fiscal Revenue", "How to Manage Policy Expectations", "Research on the Causes of Differences in Industry Tax Burden from the Perspective of Enterprise Specialization", and "Digitalization of Enterprise Taxation and Changes in Actual Tax Rates".
There were eight sub-forums. Experts and scholars at this conference conducted lively discussions and exchanges on topics such as "Fiscal and Taxation System and Policy Design", "Fiscal and Taxation Policies and High-Quality Development", "Fiscal Risk Management", "Taxation Collection and Management", "Tax Compliance", "Fiscal and Taxation System and Management", "Taxation Policies and Economic Development", and "Fiscal and Taxation Policies and Economic Development".
Six excellent papers stood out during the forum. Among them, the article "Why Does the Government's Scale Keep Increasing? Explaining Wagner's Law from the Perspective of Labor Efficiency" won the first prize. The second prize went to "Fiscal Resource Sharing, Authority Division, and Transfer Payment" and "Tax Neutrality and Industrial Chain Reshaping: Based on the Perspective of Enterprise Specialization". The third prize was conferred to "Export Shock, Local Government Countercyclical Regulation, and Borrowing Behavior", "Budget Uncertainty and Year-End Spending Blitz", and "Survival of the Fittest: Market Optimization Effects of Tax Collection and Management".
During the forum, a session was held for journal editors and authors to discuss topics related to paper writing and journal submissions. Editors and authors from Management World, Public Finance Research, Taxation Research, and Collected Essays on Finance and Economics engaged in in-depth exchanges.
Initiated by ZUFE in 2015, this forum aims to provide an advanced, in-depth, and interdisciplinary academic exchange platform for young and middle-aged finance scholars both at home and abroad to broaden their academic horizons and inspire their academic thinking. Based on the Chinese experience, it always upholds the principle of advancing exchanges among scholars and pursuing an academic spirit of freedom and openness, rigor and truth-seeking, and cooperation and sharing, by encouraging young and middle-aged scholars to explore the modernization path of China's financial system.
