Institute for Legislation and the Rule of Law in Local Government of Zhejiang Province

The history of Institute for Legislation and the Rule of Law in Local Government (ILRLLG) of Zhejiang Province can be traced back to the four university-level institutes of jurisprudence, economic law, civil and commercial law, and social policy established by Zhejiang University of Finance and Economics (ZUFE) in 2006. In 2013, School of Law at ZUFE, together with People’s Procuratorate of Zhejiang Province, People’s Government Legal Office of Zhejiang Province, and Local Government and Social Governance Research Center of Zhejiang University, jointly initiated Zhejiang Collaborative Innovation Center for Rule of Law of Social Management and set up the Institute of Local Legislation subordinate to the Center. In 2017, on the basis of the Collaborative Innovation Center, Institute for Local Legislation and Lawful Society was founded as a university-level research institution. In 2018, ILRLLG of Zhejiang Province was approved to establish a provincial new-type University Think Tank.

With the focus on the organic combination of consultation and research, talent training and social service, ILRLLG of Zhejiang Province integrates legislative theory, strategic research of rule of law, local legislation demonstration and consultation, and legislative talent training, thus striving to build a high-level think tank in the field of local legislation and provide intellectual support for the construction of “Rule of Law in Zhejiang” and even “Rule of Law in China”.

Main research interests:

1. Research on strategic decision-making of rule of law, to be specific, research on solutions to major issues in the national and provincial strategic layout such as those related to “great rejuvenation of the Chinese nation” and “important windows”;

2. Research on administrative legislation, that is, research on formulation, revision and evaluation of local laws and regulations and local government regulations connected with urban and rural construction and management, environmental protection and historical and cultural protection;

3. Research on economic legislation, specifically, research on construction rule of law around fiscal supervision, financial risk management and marine economic development;

4. Research on social legislation, that is, research on protectionof the ruleof law around labor and employment, conflict mediation and food safety.

Research team: 20-plus on-campus researchers in the fields of law, sociology, management, etc., and part-time researchers including such well-known scholars as Gu Gongyun, Fan Jinxue, Ying Feihu and Naranbilik, and a research team of mainly young and middle-aged scholars with high academic qualifications and professional titles.
